What is this part of a binocular called?

Its the part in the middle of all the arrows that says nikon on it. I just got these same binoculars and I couldnt really seem to move it all that easy. It has 2 numbers and little dots all along the right side of the wheel.
Does anyone know what this is and how to use it. I thought that it was used to focus it but I dont know.
It looks like the focus knob to me. It should turn fairly easily.
It is most likely that it is the focus wheel, and it doesn’t move easy to keep it steady for pin point accuracy.
I believe it is just the pin for the hinge that is used to set the angle between the two eyepieces – it establishes the distance between the two eyepieces based on the lateral spacing of your eyes. Both halves of the binocular can be adjusted around this hinge for smaller or larger eye spacing. The focus knob is just forward of this on the same axle.
Focusing is done using the large grooved cylinder between the two halves of the hinge, under the largest green arrow. The part you’re asking about is just a name plate, with the serial number under the word “Nikon.” The dots and numbers on the right side are to set the interpupillary distance, the distance between the pupils of your two eyes. This part should not turn, but the cylindrical focusing wheel, between the two halves of the hinge, should turn smoothly.
flex the binocs in front of your eyes until you see light thru both eyes, then turn the center focusing knob until you see a clear image with your LEFT eye, then without touching the center focus knob, turn the RIGHT eyepiece focuser until you see a clear image with your RIGHT eye.
thereafter, turning the main (center) focus knob should keep both eyes in focus.
